I take it back. I found the picture on Panoramio ... Adam Pelka (the photographer) was standing on top of a building just Northwest of the rotary at Washington Square.

It's amazing what you can do with Google Earth.

I think the person who took it may have been somewhere near the baseball field at the corner of Plantation and March, just to the West of downtown.
